This report proposes a framework for a new Licensed Environmental Professional (“LEP”) system for British Columbia’s contaminated sites regulatory scheme. For the purpose of developing the framework, the report assumes that the new LEP system will replace the existing Roster of Professional Experts (“RPE”) system on April 1, 2006. The framework identifies the pragmatic conditions necessary for a workable LEP system. It also provides detailed guidance for the next stage of work, namely, development of necessary support documents for a new LEP Board (“Stage 3”).
