The 1999 automobile insurance law reform in the Australian state of New South Wales may have resulted in a cultural attitude shift in the way society treats traffic accident victims. It presents a new technique by which to structure law, or policy, reform through regulatory negotiation. This technique could apply in other risk management areas.
