The enactment of the Alberta Land Stewardship Act (“ALSA”) has made radical changes to Alberta’s land planning and development law. ALSA is intended to integrate social, economic and environmental planning into a scheme of land development policy and practice. No such overall land use framework exists anywhere else in Canada or, apparently, in any other jurisdiction in the English-speaking world.

This paper sets out the background to land planning in Alberta prior to ALSA. This is followed by a brief summary of ALSA. The paper then goes on to analyze two types of practical issues that may impact development approvals.
