Gil Rémillard’s career spans 30 years of private practice in law and education. From 1985 to 1994, he held several positions within the Quebec Government as the Minister of International Relations, the Minister of Public Security, the Minister of Justice, the Attorney General, and the Minister of Intergovernmental Affairs.
As the Minister of Justice for nearly six years, he presided over the completion of the new Civil Code of Québec, which has been in effect since January 1, 1994. He was also a special advisor to the Prime Minister of Canada with respect to constitutional matters and an advisor to the U.N. Canadian delegation. The recipient of a Ph.D. in law (doctorat d’État), he has written several books and articles on constitutional law, administrative law, business law and human rights. He has also been invited as a visiting professor and guest lecturer by numerous Canadian and foreign universities and organizations.
Since 1994, he has been a professor at l’École nationale d’administration publique (ÉNAP), affiliated with l’Université du Québec, where he continues to lecture in administrative and international law. He is the founding Chairman of the International Economic Forum of the Americas/Conference of Montreal, one of the most important economic forums in the Americas, which also organizes the Toronto Forum for Global Cities as well as the Palm Beach Strategic Forum. Gil Rémillard is also the president and publisher of the economic magazine FORCES.
He is a Doctor Honoris Causa of the Faculty of Law, Economics and Science of the Université d'Aix-Marseille, and in 1994, he was awarded the Médaille du Barreau du Québec—the highest honour awarded by this institution. In 2001, Gil Rémillard was made a member of the Order of Canada. A tribute was made to him in the following words:
“As a jurist, professor and administrator, this statesman has always been concerned with the good of society. He has held important positions in the Government of Québec, particularly as Minister of Intergovernmental Affairs and Minister of Justice. In the latter capacity, he was responsible for the implementation of the new Civil Code of Québec. A professor at Québec's École nationale d'administration publique and counsel for the law firm, Fraser Milner Casgrain LLP, he has chaired, since 1994, the Conference of Montreal, a prestigious and internationally renowned forum on the new economy. He has been awarded the Médaille du Barreau du Québec and has also been invited by a number of foreign governments to assist in reforming their legal systems.”
In 2002, Gil Rémillard was awarded the Queen’s Golden Jubilee Medal. In 2004, he was named Knight of l’Ordre National du Québec, and that same year, the Republic of France named him Knight of l’Ordre de la Légion d’Honneur.
In 2007, the Québec Bar conferred on Mr. Rémillard the distinction of Advocatus Emeritus (Ad.E.).
Gil Rémillard, who is dyslexic himself, supports a number of social organizations that help children with learning disabilities.
