John F. Lemieux B.C.L., B.A., Consultant/Counsel

John F. Lemieux has 30 years of experience in corporate, commercial and business law and provides legal, strategic planning and management advice to local, national and multinational corporations and entities. He has specialized in national and international transactions in the defence and aerospace sector. While a partner, he served as CEO (1994-1999) and President (1999-2001) of the Canadian subsidiary of a Swiss-based multinational manufacturer in the defense industry. As such, John led a multi-disciplinary industrial and governmental team pursuing a world manufacturing and marketing mandate in the U.S., Europe, the Middle East and Southeast Asia. He served as a member of the Canadian NATO Industrial Advisory Group (NIAG) (1995-1999), advising the Department of National Defence and the Canadian National Armaments Director on issues pertaining to armaments cooperation among NATO countries.

John has extensive experience in government relations and negotiations at the federal, provincial and municipal levels. He was principal negotiator on behalf of the Northern Quebec Inuit for the James Bay and northern Quebec Agreement (1975), Canada’s first modern land-claims settlement. He has acted as chief negotiator for the Inuit and the James Bay Cree in negotiations relating to several large-scale energy development projects and claims implementation matters. John was appointed partner at Fraser Milner Casgrain LLP in 1978.

Counsel to Aéroports de Montréal in connection with ADM's $1.5 billion financing of facility expansion at Pierre-Elliott-Trudeau International Airport
Lead counsel in 2003 to members of the Canada Airports Council, including Aéroports de Montréal, Ottawa Airport Authority, Calgary Airport Authority, Vancouver International Airport Authority and Halifax International Airport Authority, in connection with the tax-exempt status of airport authorities under Bill C-27 (an Act respecting airport authorities and other airport operators, and amending other Acts)
Chief counsel to Oerlikon Aerospace, a Canadian manufacturer of defense and electronic systems, in connection with the company’s successful bid to the Department of National Defence (Ottawa, Canada) to supply a low-level air defense system, with a contract value of $550 million
Counsel and chief negotiator for the Inuit of Quebec and Makivik Corporation in connection with the successful negotiation of the James Bay and Northern Quebec Agreement (1975) related to the development of the James Bay Hydro-Electric Project (Complexe La Grande)
