Jerry has focused his practice on energy law for the past 30 years. His practice involves both the commercial and the regulatory areas of the energy industry.
Jerry has appeared as counsel, primarily for electricity and natural gas utilities, in more than 135 regulatory proceedings before the National Energy Board, the Ontario Energy Board, the Alberta Utilities Commission, and the Energy Resources Conservation Board (Alberta). His natural gas cases include the certification of pipeline facilities, the approval of tolls (rates) for transmission and distribution utilities, and the authorization of exports. His electricity cases involve rate-related issues for distribution utilities, for the most part, and include the authorization of exports and related environmental issues.
Jerry’s commercial practice comprises numerous contractual matters for a variety of clients involved in transactions to procure and/or transport natural gas, in both the distribution and the transmission sectors, as well as transactions (financial and physical) to procure electricity. He provides advice on regulatory matters to clients involved in the financing of natural gas pipeline and power generation facilities. Jerry also provides advice to both consumers and utilities, including their owners, on governmental and regulatory policies as they affect the energy industry.
