Jean-Pierre Dépelteau LL.L., B.A., Partner and Vice-Chair

Jean-Pierre Dépelteau has 40 years of experience with unique expertise in the areas of infrastructure and construction. He is well-known for his leadership and responsiveness on legal issues in these areas. He advises a variety of public, semi-public and private sector clients, as well as construction contractors, specialized construction companies, and material and equipment suppliers.

Jean-Pierre is familiar with risk assessments as well as the drafting and negotiation of P3, EPC and EPCM arrangements. He is also familiar with all related engineering, supply, construction, operations and maintenance, and equipment purchase contracts.

In his practice, Jean-Pierre provides legal and strategic advice, and participates in the contract award process in the public and semi-public sectors in Canada, including dealing with compliance, governance, conflicts of interest and unfair advantage issues.

He has been recognized by LEXPERT and The Best Lawyers in Canada as one of Canada’s leading lawyers. Jean-Pierre is regularly invited to lecture at seminars on infrastructure.

Jean-Pierre joined Fraser Milner Casgrain LLP in 1982 and became a partner in 1985.

Representative Work
Represents Infrastructure Québec and the ministère des Transports du Québec for the conception and the construction of the main structures of the Turcot Project in Montréal
Counsel to Norampac (Cascades Group) in the negotiation and drafting of all contracts related to the grant for equipment and the construction of a new pulp and paper mill in New York valued at $500 million
Acted as legal counsel to Petro Canada in the drafting and negotiation of construction contracts with respect to the coker project and other construction projects at the Montréal refinery (cumulative project value: $900 million)
Acted for Cartier Wind Energy Inc., the largest wind energy producer in Quebec (Baie-des-Sables, Anse-à-Valleau, Carleton, etc.), on the drafting of all contractual arrangements (project value: $1.1 billion)
Acted as legal counsel to the ministère des Transports du Québec on the public-private partnership project for the completion of Autoroute 30; he acted as President of the Due Diligence Committee for Autoroute 30
