Doug is a member of the firm’s Regulatory Department in the Calgary office.
His practice includes representation of industry interests before such tribunals as the Alberta Utilities Commission, the Energy Resources Conservation Board and the National Energy Board. Doug acts as counsel in respect of electric and gas utility regulation as well as facility approval and industry disputes. He has appeared as counsel in numerous significant proceedings, including those arising from the restructuring of the Alberta electricity industry and the setting of electricity rates and tariffs. He also advises developers of co-generation and other independent electric power projects. He recently acted as counsel in coalbed methane ownership proceedings before the Alberta regulator and in the Mackenzie Gas Pipeline proceeding before the National Energy Board.
